Apostle Dale Osburn Sr. is the Founder and 

Senior Pastor of Latter Rain Christian 

Church International in Douglasville, 

Georgia. Apostle Osburn is committed to 

bringing the Good News of Jesus Christ to people all over the world.

A native of Mobile, Alabama, the Holy Spirit unctioned him to move to Georgia. Several months after moving to Georgia, he received thevision and Latter Rain Christian Church was created on February 7, 1997. He 

held the church’s first worship service in the cafeteria of Tapp Middle School in Powder Springs, Georgia, with only 15 people in attendance. As the ministry 

grew, God moved the congregation from the cafeteria to several different 

locations, each larger in size. The continued growth brought the church to its 

current location in Austell, Georgia.

In January 2010, God elevated him to office of Apostle and gave him the vision of Latter Rain Church Fellowship Int., which is a fellowship of ministries that have come together to reach the world through the power God’s word. Since the birthing of the fellowship, it has grown from two to over ten different ministries in the United States and two oversees. Through God’s unique ministry operating in his 

life, many have been blessed to experience the life changing power of God. Many have been healed, delivered and given their life to Jesus Christ in our services.

Pastor Kimberly Buford

Associate Pastor Kimberly Buford is a native of Mobile, 

Alabama who now resides in Stafford, Virginia.  Pastor

Buford and her husband, Apostle Kieron Buford, are

the pastors of New Antioch Christian Fellowship. Originally planted in Mobile in 2005, the Bufords moved to Virginia in 2010 and planted the new church in Stafford in 2013. In 2018, NACF moved into their building in Woodbridge, VA.

Pastor Buford has worked in ministry since 1995 in various capacities as Church Musician, Worship Leader, Youth Leader, Youth Director, Bible Study and Sunday School Teacher and Women’s Minister. Pastor Buford was the Director of the Virginia Chapter of Women of Purpose International Network (WOPIN) from 2010-2013 under then-National Director Pastor Margaret Richey.

Pastor Buford was ordained Elder in 2009 and Pastor in 2013 under the covering of Operation MOBILE International Churches, Inc. where the Presiding Prelate is Bishop David A. Richey of Gulf Coast Christian Center in Mobile, Alabama.

Pastor Buford is also a veteran educator with a Bachelor's from Alabama A&M University and a Master’s in Curriculum and Instruction from University of Phoenix. Over the past 20 years, Pastor Buford has taught in the Mobile County Public School System, Arlington County Public Schools and Prince William County Public Schools. 

Pastor Buford at heart is a teacher and a worshipper, with the boldness to speak what the Lord says the way He says it. Straight, no chaser.

The Bufords are the proud parents of three children: Myles, Mykia and KeZiah.

Pastor Margaret Richey

Pastor Margaret Richey is an ordained minister

operating with an Prophetic- Apostolic anointing. Pastor

Margaret along with her husband are pastors and

founders of Operation MOBILE International

Churches Inc.. Operation MOBILE is a ministry
working nationally and internationally establishing

and training churches.

She is currently Associate Pastor of Gulf Coast Christian Center in Mobile Alabama, along side her husband, Bishop David A. Richey. A full time missionary since 1991, the Lord has allowed them to travel to many nations preaching, teaching and training churches and church leadership. She frequently travels to minister to pastors, leaders, women and youth.

Pastor Margaret Richey hosted the very popular television program "Making a
Difference" with Gulf Coast Christian Center and has frequently host " Praise the Lord" program on (TBN) Trinity Broadcasting Network - Mobile, Alabama

She hosted the popular radio talk program “Speak Out ” heard in South Alabama, Mississippi and Northwest Florida.
Pastor Margaret Richey is an excellent Bible teacher, she has produced, directed and hosted “La Voz Latina,” the first evangelistic Spanish radio broadcast in the Mobile area.

Pastor Margaret Richey is a Chaplain with the Mobile, Alabama police department and also an accomplished artist.

Operation MOBILE was featured in Charisma Magazine People and Events, and various other publications.

She has five children and nine grandchildren.

This year, God is calling us to FOCUS on the FUTURE! It's time to see YOURSELF the way God sees you! In 2020, God wants us to Focus on the Future by going BACK TO BASICS!

In Proverbs 22:28a, the Bible says,
 Remove not the ancient landmark, which thy fathers have set

 As Women of God, it is time to go BACK TO BASICS, found in the foundational truths of the Word of God! It is time for us to remember that we are a peculiar people, seated in heavenly places. God is calling us to remember who we are according to how HE sees us! He is also calling us to remind our Sisters of who we are collectively! We are women of strength and dignity, blessed and highly favored, more precious than jewels and with a price that is far above rubies or pearls! (Proverbs 31:10)

It is time to see OURSELVES the way God sees us!! We are precious and beautiful walking in the holy ways of the Lord, as according to Romans 12:1-2: 

I beseech[a] you therefore, brethren, by the mercies of God, that you present your bodies a living sacrifice, holy, acceptable to God, which is your [b]reasonable service. 2 And do not be conformed to this world, but be transformed by the renewing of your mind, that you may prove what is that good and acceptable and perfect will of God.

God is calling us to walk holy and upright before His face and the people of this world system, to stand out in this generation! It is time for us to go forth walking in the truths of God in our cities, in this region, our counties, the commonwealth, the nation and the world! We are called to be a light in this nation, and this is our training ground.

God has used the Deborah’s Daughters Conference for the past several years to bring freedom, deliverance and divine empowerment to women in the DMV, and this year will be no exception:

Thursday, April 2nd @ 7:30pm - Our opening service sending out the call to go BACK TO BASICS with Pastor Kimberly Buford, the Host Pastor from New Antioch Christian Fellowship.

Friday, April 3rd @ 7:30pm - Our Friday Night Service with Bishop Dale Osbourn of Latter Rain Christian Church of Austell, GA. Bishop Osbourn has a Word for the Women of God for this season.

Our country and world needs prayer like never before, so we will pray at Ground Zero - the Capitol steps. It can get pretty chilly, so make sure to wear warm clothes and bring a heavy jacket or coat.

April 5th - Sunday Morning Worship @ 10:30am - Pastor Margaret Richey of Gulf Coast Christian Center in Mobile, Alabama. Yes, she is the wife of Bishop David Richey, but make no mistake, she is a powerful Woman of God in her own right! Pastor Margaret (or Mom as she is affectionately known by her spiritual children) ALWAYS has a RIGHT-NOW Word for the House of God!

Men of God are invited and welcomed to come as well to all days and events of the conference EXCEPT Saturday morning. Just as when God was creating Eve, He needed her all to Himself so He left Adam somewhere else…

Women of God, it’s time to get Back to the Basics of the Word of God and be the WOMEN God created us to be, fulfilling our DESTINY in Him! Part of that foundation is not conforming to what the world around us says because we are IN the world, but we are not OF IT!! Our country of residency is HEAVENLY in origin, and we are merely AMBASSADORS here. Countries only send their BEST to represent them as Ambassadors and here is where we get out training.
